9 En Indonésie, le pouvoir législatif est assuré par le Parlement (MPR – Majelis Permusyawaratan Rakyat), bicaméral depuis les élections de 2004. Depuis cette date également, le président de la République est élu au suffrage universel direct, alors qu’il était auparavant élu par le MPR. Le DPR-RI : Dewan Perwakilan Rakyat – Republik Indonesia, le Conseil représentatif du peuple, constitue la chambre basse du Parlement. Les 560 membres sont élus à la proportionnelle dans 77 circonscriptions électorales. Le DPD-RI : Dewan Perwakilan Daerah – Republik Indonesia, le Conseil représentatif des régions, est la chambre haute du Parlement, créée en 2004. Les 132 membres sont élus à raison de 4 par province (l’Indonésie compte 33 provinces). Par ailleurs, les électeurs choisissaient aussi leurs représentants au niveau régional (Dewan Perwakilan Rakyat Daerah, DPRD), soit 2 112 sièges à pourvoir dans les Parlements de province répartis dans 259 districts électoraux et 16 895 sièges au niveau du département (kabupaten) ou de la ville (kota).
